District Hires Chief Financial Officer

Ryan Grigg, CPA, has been hired as Chief Financial Officer and began work on December 1, 2025. He will be working in conjunction with the District Treasurer regarding financial operations of the District, including accounting, budget and audit preparation, investment of funds, debt issuance, and managing the annual audit process.

He was formerly a Senior Audit Manager for Brown Plus Accounting & Advisory of Camp Hill, Pennsylvania, where he performed financial statement audits for local governments and non-profits, as well as consulting as finance director for a local municipality with a budget of approximately $36 million. He prepared annual financial statements, state filings, annual budgets, and monthly financial reports used by management and board members. He was also responsible for managing a staff of three auditors and client relations with approximately 20 clients.

Additional previous experience includes Assistant Accounting Director for Volusia County in Deland, Florida, where he managed accounts payable and receivable, payroll, and cash management functions. He was the Director of Finance for York Township in York, Pennsylvania, where he was responsible for the budgets and financial reporting of eleven different municipal funds with an approximate total budget of $31 million. Mr. Grigg has 13 years of accounting and auditing experience in the local government and non-profit sector.

Mr. Grigg has a Bachelor of Science in Accounting and Management Information Systems and a Master of Business Administration from Shippensburg University in Pennsylvania. He has been a Certified Public Accountant since 2015.

 

Board Ratifies 2025 Election Results and Elects Officers

The Board of Supervisors ratified the certified 2025 Board of Supervisor election results received from Wendy Sartory Link, Supervisor of Elections for Palm Beach County, at their October monthly meeting. Results of the election, which were reported on October 3, are as follows:

Bob Berman – 1,113
Ann M. Green – 179
Elizabeth "Beth" McElroy – 1,293
Gene Colwell – 719
Michael Howard – 1,012

Mr. Berman and Ms. McElroy, both residents of Palm Beach Country Estates, were sworn in by the District's Attorney, Seth Behn, and signed the Oath of Office. Ms. McElroy had been appointed to the Board in December 2024, due to the untimely passing of John Jones and ran for election for the first time. Mr. Berman previously served on the Board from 1999-2010. 

The Board then elected officers for Fiscal Year 2025-2026. Susan Kennedy will serve as president, Tom Powell as Vice President and John Meyer as Board Secretary. Appointments to committees include Susan Kennedy and Tom Powell – Finance, John Meyer – Policies and Procedures, and Beth McElroy – Communications.

 

District Hires New Recording Secretary

Board president Susan Kennedy introduced the District's new recording secretary, Morgan Salars, at the October monthly meeting.

Ms. Morgan replaces Jane Woodard, who had been the District's secretary for 45 years and has now retired.

In addition to contract work as an administrative assistant and expertise in scheduling and conducting online meetings, she is an AI language model developer and she has experience and certifications in project management, ethical and responsible AI use in the workplace, ChatGPT prompt engineering, guide to artificial intelligence, and introduction to generative AI. 

Ms. Salars is currently pursuing a dual major at Indian River State College - a Bachelor of Science in Computer Information Technology and an Associate degree in Nursing.

The District welcomes Ms. Salars to the team and looks forward to working with her in the future.
