David has been a member of the Board of Supervisors since 1988, serving as the vice-president for the past six years. He has been a resident of Jupiter Farms since 1979.
Mr. Beane grew up in western Pennsylvania, moving to Palm Beach County in 1960 following graduation from Penn State University with a degree in mechanical engineering. Mr. Beane has been married for 39 years to his high school sweetheart. He has two grown children and two grandchildren.
Mr. Beane worked at Pratt & Whitney in West Palm Beach for his entire professional career. He started as a design engineer and worked on the team which developed the J58 engine which powers the record breaking SR71 "Blackbird" aircraft. Mr. Beane contributed to the design of most of Pratt & Whitney's military aircraft engines through the 60's and 70's and holds five patents for various engine design features. He founded and managed an engineering organization that develops designs and maintenance procedures for U.S. and foreign government customers to use in reducing the cost of ownership and enhancing operational readiness of P&W powered military aircraft. Mr. Beane retired in 1997 after 37 years of service.
Mr. Beane has been active in several civic and professional organizations over the years.
Bob Berman has been a SIRWCD supervisor since early 1999. A resident of Palm Beach County since 1963 he has been involved with every issue in the District for over 20 years including legislative, road and drainage construction and political issues.
In the District, Mr. Berman was the co-developer of Egret Landing. Various companies owned by Mr. Berman include Berman Home Builders, Inc., Jupiter Farms Realty, Inc., Egret Landing Realty, Inc. and Berman Realty. He has been involved in over 5,000 real estate transactions in the District.
He has started, owned and operated many companies in the fields of home construction, insurance, mortgage brokerage, equipment leasing, title company, flight training and aircraft sales in addition to the base business of real-estate brokerage.
Mr. Berman has served on the boards of directors of many organizations highlighted by his election as president of the Northern Palm Beach County Board of Realtors.
He is a graduate of Miami-Dade Junior College and Embry-Riddle Aeronautical University.
Michael Danchuk is the newest member of the South Indian River Water Control District Board of Directors. He was elected at the annual landowners meeting and began his three year term on the Board in October 2001, then was re-elected in 2004 and 2007.
Mr. Danchuk has been a landowner in the District since 1984 and lives in Palm Beach Country Estates. He is president of the Palm Beach Country Estates Landowners Association, a position he has held for over 15 years.
He was one of the founding members of the Coalition of Northwestern Communities, which was instrumental in saving the Loxahatchee Slough and having the FAU campus located in the current ABACOA development. He was a member of the Palm Beach County Planning Forum, the Jupiter Farms/Palm Beach Country Estates Wetlands Task Force, and was appointed to the Solid Waste Authority Advisory Board which was able to find a location for the north area transfer station.
He is a strong supporter of allowing property owners to decide their future as long as it does not have a negative effect on neighbors and the environment.
Mr. Danchuk has been married to Nicole for over 25 years and they have one daughter who is studying to get her PhD in coastal environmental engineering. He has been in the marine industry for over 15 years and holds a trailer patent. Mr. Danchuk graduated from Rutgers College in 1975 with a degree in economics. A former insurance executive, he now also works as an administrator for a local law firm, and as a Realtor for Sandhill Realty, which is owned by his wife.
Tom Powell has served as a supervisor since 1981. He has been a strong advocate of utilizing the District's resources for permanent community improvements. Several major road paving programs and drainage system improvement programs have been completed by the District during this time period.
Mr. Powell graduated from Ohio State University with a degree in aeronautical engineering in 1964 and moved to Palm Beach County in 1966 where he has lived with his wife and two children.
Mr. Powell worked for McDonnell Aircraft Corporation as a test engineer on the Gemini spacecraft program in mid-60's. He worked for Pratt & Whitney at the West Palm Beach Facility for 33 years. Before retiring in 1999, he was responsible for managing the advanced technology programs for U.S. Government and international customers.
Mr. Powell has been a member of numerous professional and technical societies and has served on numerous special panels and technical committees. Mr. Powell and his wife attend St. Paul church.
Tom Rice, Sr. has been a SIRWCD supervisor since 1989. Mr. Rice served on the Palm Beach County Code Enforcement Board for 10 years, several years as chairman.
Mr. Rice has been a resident of Florida and has had his real estate license since 1980. After two years, he received his Broker's license and formed Best of Florida Realty (www.bestflrealty.com), which primarily provides residential sales and property management as well as some commercial real estate services.
Mr. Rice has served as president of the Regional Multiple Listing Service and the Northern Palm Beach County Board of Realtors. He was selected as Realtor of the Year in 1990. He is a graduate of the Realtors Institute (GRI) and holds a Florida Community Association Manager's License (CAM). He attended American University in Washington, D.C.
Prior to moving to Florida, Mr. Rice owned and managed WSCR Radio in Scranton, PA, following years of broadcast management in Maryland and Washington D.C. In Washington, he worked for NBC as an assistant TV director on many network news and special events programs and for WRC--TV. He also worked in the NBC Government Affairs Division.
Mr. Rice has been active in civic and professional organizations and is the recipient of many awards for his outstanding service and contributions.
Chuck Haas has been the treasurer of the District since 1977. His specific duties include receiving and disbursing District funds, preparing the annual budget and assesment roles, maintaining the District's accounting system, investing and managing District funds, coordinating the sale of bonds, preparing financial reports and coordinating the annual audit.
Mr. Haas has a Bachelor of Arts degree, accounting, from Harpur College of the State University of New York and Master of Arts, management science (cum laude,) State University of New York at Binghamton.
Mr. Haas is a partner of Haas & Diaz & Co. He formerly was manager for an international accounting firm and a large national accounting firm. He has over 33 years experience in the public and private sectors. He has coordinated and supervised projects and performed financial management services for numerous governmental and nonprofit organizations. He is a member of the American Institute of Certified Public Accountants, AICPA Information Technology Division, Information Systems Audit and Control Association, Florida Institute of Certified Public Accountants, Government Finance Officers Association of United States and Canada, Florida Government Finance Officers Association, Palm Beach County League of Cities, Palm Beach County Audit Committee, Palm Beach County Long Range Financing Task Force and Palm Beach County Road Oversight and Advisory Council (Chairman Fiscal Sub-Committee) and is the treasurer on the Florida Association of Special Districts.
Gale English has been the general manager of the District since 1981. A native of Fort Meade, FL he is a veteran of the U.S. Army and attended Palm Beach Junior (now Community) College.
Mr. English manages the day-to-day operations of the District. He maintains relations with various agencies and departments, including the South Florida Water Management District, Department of Environmental Protection (DEP), Palm Beach County Sheriff's Department, Florida Association of Special Districts, Loxahatchee River Environmental Control District (ENCON), Loxahatchee Council of Governments, Palm Beach County Engineering Department), Palm Beach County Municipal League and other county, state and federal agencies.
Mr. English is chairman of the Palm Beach County Intergovernmental Coordinating Element (ICE), the District's representative on the Loxahatchee River Management Coordinating Council, served as the vice chair of the Loxahatchee Council of Governments, served as president of the Palm Beach County Municipal League and Florida Association of Special Districts, is a former mayor of the town of Mangonia Park, served as president of the Goldcoast League of Cities, served as a director of the Florida League of Cities and a governor's appointee to the Legislative Committee on Intergovernmental Relations and district representative on Jupiter Farms/Palm Beach County Wetlands task force.
Len Lindahl has been engineer of the District since 1980. He is responsible for providing design, permitting and compliance monitoring. Specific services have included expert testimony at public hearings and court proceedings, assistance in affecting the sale of bonds, planning, design, construction plans, specifications, contract administration and services during construction.
His firm, Lindahl, Browning, Ferrari and Hellstrom, Inc. (LBFH) provides professional engineering and surveying services along the Treasure Coast. Specific services provided include water and wastewater, water resources, civil and agricultural and transportation engineering services, as well as surveying, mapping and Geographic Information systems (GIS).
For the past three years. LBFH has been recognized as one of the top 25 engineering firms in Florida and South Florida and is the district engineer for more than 12 special districts, all located within Palm Beach, Martin, and St. Lucie counties.
Mr. Lindahl is a member of the Florida Engineering Society, Palm Beach chapter, and was named the 1991 "Engineer of the Year." He belongs to the National Society of Professional Engineers, Florida Engineering Society, American Water Resources Association, Florida Association of Special Districts and the American Society of Agricultural Engineers. He received the special recognition award from Florida Section ASAE in 1985, was ASAE Officer in the State section; chairman in 1993, and was an ASAE Consulting Engineers Committee chairman.
Mr. Lindahl has served on many municipal and county task forces involving zoning, traffic, subdivision regulation, environmental preservation and utilization of natural resources. He has served as a director and chairman of the Palm Beach County Economic Council and Palm Beach County Business and Industry Development Board, director and president, and Palm Beach County Beach and Park Acquisition Task Force, chairman, Republic Security Bank and Republic Financial Corp., Initial organizer and vice chairman of the board of directors, and Florida Inland Navigation District, treasurer and chairman.
William G. Capko is the legal counsel for the District. He is a senior attorney in the law firm of Lewis, Longman & Walker. The firm has offices in West Palm Beach, Jacksonville and Tallahassee. Terry E. Lewis, senior shareholder of the firm, serves as co-counsel.
The attorney provides legal support to the Board of Supervisors and the District general manager, engineer and treasurer.
Mr. Capko concentrates his practice in the areas of municipal finance and governmental law. He has served as issuer’s counsel, underwriter’s counsel and bond counsel for a wide variety of public financing since 1989. He has served as bond counsel to Palm Beach County, the City of Lake Worth, Town of Jupiter, and Okeechobee Utility Authority, among others. Mr. Capko represents public and private clients before the Florida Legislature, the governor, cabinet and local government entities in matters involving state and local government approvals and regulatory issues, and the structuring of financial transactions. Mr. Capko also assists corporations in the structuring of financing, acquisitions and other transactions.
Mr. Capko has extensive experience in state government in Florida, where he served as chief assistant county attorney for Palm Beach County, assistant general counsel to the Florida Department of Banking and Finance, cabinet aide to the Comptroller of Florida, counsel to Palm Beach County Legislative Delegation and as staff in both houses of the Florida Legislature.
He is a member of the Florida Bar, the Palm Beach County Bar Association, the National Association of Bond Lawyers, the Florida Government Finance Officers Association, the Florida Association of Special Districts as well as the City County and Local Government Law Section and the Environmental and Land Use Section of the Florida Bar. He is a frequent lecturer on public finance issues at conferences and seminars throughout Florida. Mr. Capko’s community involvement includes serving as chairman of the Town of Jupiter Planning and Zoning Commission, Steering Committee member of the Northern Palm Beach County/Southern Martin County Planning Forum, member of the Town of Jupiter Charter review Commission and director of Palm Beach County Seminoles, Inc.
Mr. Capko received his B.S. degree from Florida State University in 1976 and his J.D. degree from the Florida State University College of Law in 1979.
Mr. Lewis represents more than 30 regional and local general purpose and special purpose governments in matters related to NPDES, Clean Water Act, environmental resource permits, developments of regional impact and the Endangered Species Act.
He represents national and regional residential, commercial and agribusiness developers, including Atlantic Gulf Communities, Bonita Bay Properties, and Sugar Growers Cooperative before federal, state and local agencies in matters involving environmental resource permits, rulemaking, and comprehensive plan compliance.
Mr. Lewis serves as counsel on environmental and land use matters for the Nature Conservancy and Florida Association of Special Districts.
Prior to becoming a lawyer, he was an environmental planner and served as the agency coordinator for the State Coastal Management Plan. He was a principal author of the State of Florida’s Coastal Management Plan.
Mr. Lewis represents numerous governments and private clients in state agency rulemaking proceedings. He represents private clients in licensure and disciplinary proceedings before state regulatory boards, including the Board of Psychologists, Construction Industry Licensing Board and the Board of Architecture and Interior Design.
He represents public and private clients before the Florida Legislature on issues involving Florida’s Water Resources Act, Local Government Comprehensive Planning Act, coastal management, Everglades protection and local government accountability.
Mr. Lewis serves as legislative counsel to the Florida Association of Special Districts and St. Lucie County. He was a principal draftsman and successfully lobbied for passage of Special Districts Accountability Act and Community Development Act.
He has written and lectured extensively on coastal zone management, water law, developments of regional impact, and comprehensive planning.
He is a member of the Florida Bar Association, Environmental and Land Use Section, Executive Council Chair 1989-1990 and the American Bar Association.
Mr. Lewis received his Bachelors, Masters and Law degrees from Florida State University, all with honors. He also was a University of Kansas Foreign Language Scholar with emphasis on Latin American studies.
In 2002, Donna DeNinno took over the Public Information Officer's (PIO) position from Richard M. Gruenwald, who had been with District since 1991. Ms. DeNinno had worked with Mr. Gruenwald since 1982, and became a co-owner of Dick Gruenwald Associates, LLC, in 2002.
As PIO, she gathers, writes, and disseminates material about the District to local and area newspapers and television stations. Ms. DeNinno produces the District's newsletters, videos, and news releases to keep the landowners informed as to the District's operations.
Ms. DeNinno has worked in public relations, advertising, and marketing for more than 25 years. She has extensive experience in the engineering, construction, and building materials industries, including pavement design and materials, stormwater, and environmental issues. She has written, edited, and designed several pavement and technical design manuals for a national organization over the past 20 years, as well as having designed and written other marketing materials, including websites, in that field.
Over the last ten years, Ms. DeNinno has focused on environmental and stormwater issues as they relate to development. She has researched and studied the Environmental Protection Agency's National Pollutant Discharge Elimination System (NPDES) and Best Management Practices for managing runoff, "Smart Growth " initiatives, and low impact, sustainable development, and green building design practices. She also has completed 13 professional contact hours of instruction in porous pavements at the University of Georgia's School of Environmental Design and attends StormCon, an annual national conference on stormwater and surface water quality.
She is a cum laude graduate of Rhode Island College with a Bachelor of Arts degree in Liberal Arts with a concentration in Fine Arts. Ms. DeNinno worked in the printing and design industry in Massachusetts prior to moving to Florida in 1982, where she joined Dick Gruenwald Associates as Art Director and Account Executive
Jane Woodard has been the board secretary and recording secretary for SIRWCD since 1980. She's responsible for the minutes of all meetings of the Board of Supervisors and associated duties.
Ms. Woodard received her A.S. degree at Palm Beach Community College and C.L.A. designation from the National Association of Legal Assistants, Inc.
She has been owner/president of Legal Assistance for the Palm Beaches, Inc. since 1990. She provides legal assistant services for real estate matters to individual attorneys and law firms in Palm Beach County.
She has been a resident of Palm Beach Gardens since 1979.
Ms. Woodard also is a teddy bear artist creating one-of-a-kind natural fur teddy bears from recycled fur coats (i.e. mink, seal, Persian lamb, rabbit). She preserves family heirlooms and keepsakes as "HEIRBEARS" (www.heirbears.com).
Greta Rayman has been employed by the District since 1978. Ms. Rayman handles all routine matters for the District office, all personnel and payroll matters, accounts payable data entry and month end distributions. She manages the office in the absence of the general manager.
Ms. Rayman is a native of British Guiana (Guyana.)After graduating from business school she was employed in the government civil service. She was secretary to the Minister of Education and Community Development. She migrated to the Bahamas in the mid '60s, where she was employed as administrative assistant to the president of the Grand Bahamas Port Authority, Freeport, for several years prior to moving to Florida. She is married to Gary Rayman who is a land surveyor partner with the firm of Shalloway, Foy, Rayman & Newell, Inc.
