Hookup Financing Program to End in June

     The South Indian River Water Control District potable water hookup financing program that was instituted two years ago for Palm Beach Country Estates residents will end in June.

     The program was developed by the District to assist those landowners who wished to finance the hookup cost to Jupiter s potable water system.

     As each Phase of the water project was completed, residents in that phase received a mailing including a cover letter describing the hook-up rates for a 3/4" or 1" meter service, financing information, and the steps to take to hook up to the system.

     Those residents wishing to hook up to the system had a choice of using the District's financing program, securing their own financing, or paying the Town of Jupiter up front.

     The District had established a cut-off date of June 30, 2009 for residents who wanted to utilize the voluntary program to finance the $3,892.18 cost of Jupiter's hook up rate for 3/4" meter service or $9,367.95 for 1" meter service.

     For those who have used their own financing or have paid up front for a hookup, this program does not apply.

     If you would like to hook up to the potable water system and utilize the District's financing program, you must notify the District office by June 1, 2009, to allow for processing. Detailed information on what you need to do to secure financing was included in your earlier mailing or can be found at the end of this page.

     Please note that the expected interest rate for the 15-year term loan has gone down - from 5.80% to 3.75% - resulting in a decrease in estimated annual assessments from the original $434.00-454.00 to approximately $380.00.

     In addition, if you had previously signed up for the financing program, but now wish to pay it off in full prior to closing of the loan, you may do so. Please contact the District office before June 1 and let them know you wish to opt out of the program. They will calculate your payoff amount at that time.

     Residents may of course continue to hook up to the potable water system after June, either by paying up front, or securing their own financing. However, the District's financing program will no longer be available.

BACK-FLOW DEVICE STATUS

     On December 23, 2008 the Florida Department of Environmental Protection (FDEP) issued a memorandum regarding the proposed revisions to the Backflow Protection Requirements at Residential Premises with an Auxiliary Water System. This applies to the homes in Palm Beach Country Estates (PBCE) that are hooked up to or are planning to hook up to the Town of Jupiter water system and will keep their existing well in service for irrigation purposes.

     The proposed rule amendments will allow one of the following three options for the homes of PBCE:
  1. Install a Reduced Pressure Principal Assembly (RP - the most expensive device at approximately $600.00), which must be tested annually at $50.00-$100.00 per year.
  2. Install a Double Check Valve Assembly (DC - less expensive than the RP at about $400.00), which must be tested annually at $50.00-$100.00 per year.
  3. Install a Dual Check Device (the least expensive device at about $100.00), which doesn't have to be checked annually, but must also be combined with one of the following:
    1. Well water testing on an annual basis for E. Coli, and every five years for nitrates/ nitrites.
    2. Have the property inspected for potential cross-connections at maximum every five years.
    3. Have meters that can detect a backflow event and provide notification of the event, or records the backflow event and is viewed on at least a monthly basis.
    4. The Utility (in this case the Town of Jupiter) and customer sign an agreement that prohibits the customer from cross-connecting the customer's auxiliary or reclaimed water system to the customer's potable water system. This agreement shall stipulate penalties for a discovered cross-connection (such as monetary fines, discontinuation of service, and/or a requirement for installation of a more protective backflow preventer such as an RP or a DC.
     The Town of Jupiter will be responsible for making a determination of what options to utilize in conjunction with the installation of the dual check valve, however, it can be assumed that they will choose Option "c", as the meters the Town currently install have the ability to detect backflow and the records are viewed on a monthly basis.

     The FDEP will soon begin the formal process of amending the rules and plan to have a public workshop sometime this month.





     Residents have previously been informed via mail and in the District's newsletters regarding the status of the Palm Beach Country Estates Potable Water Project. Due to the size and scope of the project, plans called for bringing water online in Phases. Landowners recently received a general mailing showing the Phases and describing the options for payment of hook-up fees to the Town of Jupiter, who is supplying the water.

AND ARE READY FOR HOOK-UP

    All residents located in Phase 1A (map), 1B (map), 2A (map), 2B (map), 3A (map), and 3B (map) have been mailed detailed information regarding hooking up to the potable water system. The information describes the steps residents need to take to set up an account with the Town of Jupiter and arrange for hook up. Landowners may either pay the Town of Jupiter up front, or utilize the financing program offered by South Indian River Water Control District. (Residents may also secure their own financing if desired and are under no obligation to use the District’s program.) If using the District's voluntary financing program, you should use the preprinted Declaration of Restrictive Covenant for a 3/4" meter service (link) provided in the mailing. If there are errors on this document, you are a new owner, or require a 1" meter service (link) you can download blank versions of the documents below.
